Mine don't decide it is time to hibernate, they would eat all winter if I let them. I decide when to start their wind down. I normally do that mid November, which means they are in the fridge in December. No matter what their age or size they get 12 weeks hibernation, I would only wake them up before that if they had lost 10% of their weight, which has never happened.
I think that hibernating torts should hibernate just as they would if they were in captivity. I can't say what would happen if you didn't do it, as apart from the first year I had my first tort I have always hibernated them. I can say though, they seem to have a new lease of life after they have hibernated.
