Well thats no use to the girl is it

First off if you cant afford an expensive on what if it gets ill and you need to go to the vets?

Most tortoises that dont hibernate are normally harder to keep eg indian star. Red foots are great tortoises that dont hibernate

smaller mediternanean torts are cheap these days and stay small. anything that doesnt need hibernating tends to be a little more money and costs ,more to house, light and heat. the smallest i can think of that is avaialable is egyptian or pancake but they aint really for beginners and can be expensive. You should get a horsefield or a hermanns, they are hardy, cheap (as a tortoise can be!) and hibernation is NOT that difficult. with plenty of research it is a doddle and sets up there immune system for the coming year. They are rewarding animals to kee and look cute plodding around a secure garden.

Lol, i find that tortoisese who dont hibernate arnt harder to keep, but more expensive. They are easier to keep really as they can have some fruit in the diet, and dont just rely on weeds.
