Thanks for the suggestions. I'm really not too keen on getting him a female - I think it would be far too stressful for her and I don't have the space right now to keep a third tortoise separately to give her a break from him.
I would love to give him a Harem but again, not until I can accommodate them with enough space. I guess for the time being he'll just have to continue to be obsessed with shoes and terracotta pots!
