Ok, well it depends on the size of the tort, and the dimensions you want, but they are relatively simple.

You will need a drill though.

So/ a sheet of mdf/plywood for the base (for example, 4x3) and a piece of lyno of the same dimenions. This will make the base water tight and cleanable.

Wood - 4' x 8" x 1" x2

sorry pressed wrong button....

3' x 8" x 1" x 2

Now, you can either screw the base to the edges, or cut slight indents to fit the base into...
Its easier to screw the base to the edges, so probably best to get the base cut slightly larger.

If you go to a timber merchant or b&q they will cut the wood for you.

You also need to make a box or something similar for sleeping... this should be quite simple and can either be mounted at one end or moveable.

Other considerations are light fixings...

It's roughly 3.5ft x 2.5ft

She's only 7 months old so it's plenty big enough, here's a pic of her in it so you can judge better:

Here are a couple of photos of the different tort tables I have had. My wooden one, which was the first one I had is 4ft x 2ft. The bigger you can go the better as torts in the wild would walk for miles every day.

Indoor guinea pig cage...

Home made wooden one...
