Default Tort sizes

Hi - just wondering when talking about size - its the shell isn't it? So when people say a leopard gets 24" - they really mean that the shell is that size whils the head legs and tail stick out a little bit more. Have i got that right? Okay - so could someone supply me with the average sizes of
Cherry heads=
Red foots=
Hermans=
