That's exactly my point... the wiring might not be able to hold the load which is why you get a surge. It might not necessarily be a fault... it could be a few heaters, lamps, incubators, heatmats... filters... lighting... that might be overloading the circuit... I guess it could be faulty wiring also.
The main point is these bulbs are sensitive to current surge and the sumptom is the bulb going off and on.
