Unfortunately it doesn't work quite like that, simply increasing the power of your filter doesn't do what you think it will. Increasing the volume of the filter and adding a lot more bio-media will help, having a sump filter would be the most effective, but then that's even bigger and more expensive than having the right size tank in the first place!
Filtration is actually quite a complicated subject, have a read on some aquatic sites and you should find some good articles, or read the one in the sticky at the top of this section.
