Certainly no basking spot would do it, and a lack of UVB wouldn't help, if the turt can't bask and dry out completely that often causes scute retention.

right let me get this he does need a basking spot ? and i have uv tube on him all ready that it ?

Yes he does need a basking spot, I should probably have said "Certainly having no basking spot would do it..."

All you need is an ordinary 40-60W reflector spotlamp, trained on the same area as the UV lamp, at a distance to obtain a temp of 32-35°C.
