This has been an interesting saga to follow. Maybe you need to 'bump' into her in the street, tell her how tammy is and mention you had heard she had got another, see where it takes you. Are the old couple still in their house or have they now moved?
Last thing, if it is that families tortoise, it is theirs. There's many people on this and other forums who started out with one idea about husbandry then learnt more. I know this isn't the best way round, get tortoise then learn, research can easily be done beforehand on the internet now, plus there was the information you gave her before. If you aren't happy (with whoever the tortoises owners may turn out to be and the care they provide) then maybe you are looking at a third party to take ownership of the tortoise. (hopefully thinking these third parties can do something about it - whats the legal minimum that must be provided for a tortoise? adequate housing, water, suitable food, not at risk of escape and subsequent harm?)
Looking forward to seeing what happens, and the pictures of course. Not too identifiable though as no owner has come forward yet.
Whatever happens, I'm glad this tortoise found its way to you when it was lost. We know its being properly looked after while in your care.
