probably cheaper than a rabbit! you would need the setup, torttable, basking lamp, uvb. you could sort that out for less than £45. you will need to replace the uvb tube every spring when he comes out of hibernation. a few pence every day for lighting/electricity costs.
foodwise, weeds are free. budget maybe £100 a year for vets or get him insured for approx £120 and then everything is covered.
i would be VERY suprised if the overall weekly breakdown came to more than £5 a week including insurance and supplements etc.
