Yeah I have turf in one of my enclosures and it's been fine for 3 years..don't know about scissors, when it takes a hold it grows fast and has to be strimmed..my lot hate that as they like to hide in it.

I also have turf in mine and id say 3/4 of mine is turf, and it has grow like 2ft tall in around 3weeks its huge lol, mind you so have the plants they tower above it, our tort is only 2 so as you can imgine gets lost quite easily lol.

scissors may take some time, id just use a strimmer or some shearers they should do the trick.

Are you looking for plants that they can eat (which won't last anyway unless you put something like a wire basket over them to stop them being eaten to the ground) or plants for them to hide under?

Dwarf hebes, lavenders, rosemary, thyme, sage are good for cover and shade and are rarely eaten.

Have you seen this list?

The only thing you have to watch with turf is that some have a plastic netting hidden in the mud, I used this and ended up having to cut Donatello free after his little digging mission, as you can guess is was dug out straight away and replaced with some that didn't have netting. I had some odd looks in the garden centre when I was spotted with my fingers in the mud of the turf trying to look for netting in my new roll!
Just be careful
