I have mine in an apex run in the garden. I would leave them out 24/7 but I don't trust the local youth not to pinch em so they are brought in at night. They are all under 1 year old. A heathy med tortoise is an incredibly tough, resilient animal. The odd rainy / overcast day is going to do them no harm whatsoever. Frost is another matter altogether but thats hardly likely at this time of year.

Wire mesh is essential for the outdoor enclosure;
1) It stops predators from getting in. Tortoises have been known to be snatched by Birds and malled by dogs and cats.
2) it stops your little tort from getting out!

Also for a horsfield it should be sunk a good 1 foot deep because they love to burrow and dig.

Also we both work full time so are not at home very much during the day, even though I will make sure an outside enclosure is secure I doubt I will leave him out when we aren't here as there are numerous cats, my neighbour has about 20 of them!!!
Cats are bad as are birds but dogs are the absolute worst - he will be fine by himself as long as you can ensure the enclosure is really secure.

cats dont do anything to tortoises trust me!

ive got 3 cats and they are the most skittish cats you will ever see but they have never harmed any of my tortoises

If you are looking for an easy option as an indoor tort table then I can recommend indoor rabbit/guinea pig cages. They work brilliantly for mine and you can suspend the lamps from them.

I use the ones with the wire tops, no problem with ventilation
