White spot is a fungal infection in Fish.
However, in turtles Herpes virus can manifest itself in the form of small white pustules on the soft parts of the body, in the axillary and anterior areas around the front and back legs.
This is potentially a serious condition and would recommend that a vet is consulted.
Obviously, if you have two tanks please be very careful not to cross infect.

White spot is actually a parasite in fish and not a fungal infection!

Default Turtle Care

White spots on the shell, would normally indicate the the shields have been damaged by abrassion of some form. This can occur by one turtle merely climbing on the back of another whilst frequently basking, or scratching at each other whilst competing for food.
The Chitin covering of the shell, which is like the material that forms our fingernails, protects the bony plate and if this is compromised it can lead to shell rot.
Can you photograph the areas covered with the spots, and post them?
If it is this type of abrassion, it can be treated topically with betadine, and would probably require animals be seperated.

White spots on the shell are often just mineral deposits, common if you live in a hard water area and fill your tanks with tap water. It could be something more serious but it's best to post photos so we can be sure, there's no point trying to give advice without seeing it first.

These as graham said earlier look like small mineral deposits in the Chitin covering of some of the shields. They certainly do not look worrying at this stage.
You probably know, that these scutes slough off periodically, as the animal grows. If during good summer weather these turtles are allowed to bask outside in natural sunshine, you will see that they dry out and slough off quite easily. The new scute beneath is usually brighter and free of these blemishes.
