No don't use the shavings in case they're dusty. Just the top soil. The breeder will probably have something for you already though so don't worry too much.
Good luck, I hope you enjoy going to pick your first tort up.

ohh im so excited for you if you can get 2 go for it lol i only got 2 when i bought mine and i wish now id got 3 or 4 lol !! cant wait to see pics lol
