Can tortoises eat hebes. If they can, is that leaves and flowers?

hebes are not toxic but that doesnt mean that a trotoise will be happy to eat it. my leos have never so much as nibbled on a hebe bush and we have a few dotted about.

My hermanns have one in their outdoor enclosure... they don't eat it though, just bury under it.
