The simplest way to ensure good water quality in the long term is to provide plenty of water volume (more water means toxins are more diluted) and an adequate filter, that means a large external filter with lots of bio media.
I use Eheim Classic cannister filters on a couple of my tanks, but for many setups a better and cheaper solution is a pond-style box filter, plenty of aquatic plants also help as they feed on the nitrates that are the end product of the filtration process, thus reducing the need for partial water changes.
If neccessary (ie if the turt eats them or otherwise destroys them) the plants can be grown in the filter itself or in a separate box through which the water flows.
