I've got an Elite air pump too, and I agree they're bloody loud! I can't use mine it's so loud, at night I can hear it at the other end of the house, I've been trying to find something quieter so if anyone knows of a silent one...?
The simple way to adjust the flow is to get a little plastic screw clamp (from LFS) that fits around the hose.

All you can hear on the ground level of my house is a constant hum from filters and airpumps! They're all quiet, but all together you do get a hum. I can hear it in my bedroom at night when everything else is quiet though, to the point that one time I actually woke up when Murtles filter stopped working through the night!
If there's no knob on the pump itself, then I think all you could do is as Graham suggested and buy one of those thingies from a LFS. I've seen a few RENA ones marketed as being silent, but I don't know if they actually are! Sometimes it helps if you wrap the pump in a tea towel or something (if possible) cos then it doesn't vibrate against whatever it's sitting on. If you know what I mean! I do this for my Biorb airpump, cos its in the corner of one of my worktops, so can't be seen, and the Biorb holds it in place against the wall.

I found air pumps too loud so opted for multi-directional spraybars....... I can have one section pumping water out across the tank and face one section straight up at the surface to break the film up...... Never had a problem since......
