something like this LARGE TORTOISE TABLE (Vivarium / House) on eBay, Reptiles, Pet Supplies, Home Garden (item 170139244349 end time 22-Aug-07 19:00:00 BST)

for their indoor enclosure will be ok.

But i'd recommend before gettin the tortoises to get a garden enclosure sorted as they really do benefit more from being outside, Tortoises can go stare crazy in an indoor enclosure..even something such as a tortoise table.

Make sure the substrate is very deep to encourage digging.

And remember if ur gettin hermanns or horsfields that they need a diet of weeds..so i'd suggest starting to grow you're own and get them established before gettin the torts. so u dont have to rely on store bought produce

Apparently the word "large" has taken on a new meaning, 30" x 23" is not large! And put a few inches of sand/soil in there and those 8" sides don't look so tall.
The tort table I built is twice that size and half as deep again, and is still available for the same price as that little one if anyone is interested!

if she's after a captive bred baby that's big enough..but i still maintain an outdoor enclosure is much more important for the tort..bigger is obviously better but that was one of biggest i'd found on ebay to show her as an example.
