i would say the run is okay if you put board around the bottom so they dont get they claws stuck and if they hutch was on the ground so it would be easyer coz if they climb up to the hutch they could fall.
but i dont know much about tortoise.

Not sure if you will find this usefull but these are piccys of my Red Foot enclosure, i made the house mysef and they have no problems wih the ramp at all, apart from the cogestion if two come down at the same time!!
