Tortoises sleeping under their lamps for any length of time is not good, they can dehydrate quickly. If they are inactive a lot of the time and sleeping under a heat source this can be a sign of an underlying problem. The first thing is to check for worms, have either of these torts been checked yet? Increase their baths if they are sleeping under lamps and keep moving them to the cooler end.
Unfortunately it is impossible to tell the health of a tortoise from a picture, if you are worried then a visit to a reputable vets is definately in order. There is a list of recommended tortoise vets here :- http://pets.groups.yahoo.com/group/T...Group/database

Seems very light to me, have you had him tested for worms? when you pick him up does he feel light or has he got some weight in him?
