Default UV bulbs and basking lights

What is the best lamps separate basking and uvb or one that does both? At the moment he has just a basking light as he goes out in the sun but I am thinking about the winter when the sun has gone. Also where is the best place for seeds? I've got some to plant out his outdoor enclosure from tortoise shop, but wanted to get more for trays as food?

Mercury Vapour Lamps provide a level of UVB close to that of natural sunlight, and heat too, and they have a longer life than flourescent tubes.

I used combined heat/uvb and in the winter I hibernate the tortoises.

I think it depends on the species being kept, assuming the OP is referring to tortoises, a tort is not going to suffer unduly from spending a few hours at room temperature, or without a UVB, until the owner spots the blown bulb and replaces it. The same would be true with turtles/terrapins, with other species it's probably much more critical.
