Your tortoises are Tunisians (testduo nabulensis) they are frequently smugged over by holiday makers who can't resist these pretty small tortoises.
Unfortunately they are rather delicate and most die very soon after being smuggled over mainly due to incorrect care.

They need a high proportion of weed flowers in there diet but also enjoy the leaves of weeds aswell.
Weed leaves and there flowers such as dandelion, plantain, sowthistle and clovers are excellent as a diet for Tunisians, you can buy winter pansies and Campanulas from BQ to tide you over the winter months till weed flowers are back in bloom.

These tortoises are very susceptable to a condition known as RNS which is like a cold in a way it effects the upper respirtory tract so keep the warm and well ventilated, an open table is best with a substrate of 50% soil 50% playsand, hemp or chipsy bark can be placed lightly over the top to prevent dust being inhaled .

They do look nice but sorry you have some over growth issues going on try to stick to a balanced diet of weedy greens and if you have trouble finding weeds you can use Florette CRISPY salad mix.
Make sure you use a good multi vit/min mix to suppplement them
