Place it flat on a sandy loam mix and it should sprout roots Andy, it will then throw out new pads and if you look after it by the end of next year you will have a fresh supply of Opuntia to feed your tortoiloises. It's fairly hardy and if you protect it from frost and extreme cold spells it should overwinter outside in the UK.
Eventually when it gets big enough you will get fruit on it too which is very tasty.
