smallest commonly available tortoises are Hermanns and horsfields. but even they get to about 20-28 cm plastron length.

Vivs aren't really suitable for these species as they're prone to RNS (runny nose syndrome) if humidity becomes an issue.

If ya see the care sticky i did theres a pic of a tortoise table to give you an idea of what they look like.

There are different ones widely available or you can make your own cheaply.

n an adult needs at least a 4ft x 4ft tortoise table

More space the better, as they're very active, quick, and enjoy exploring, burrowing, climbing (only low rocks tho so they can't hurt themselves) Common misbelief that tortoises are slow and lazy, they really aren't

plastron is their underside.. there are smaller but they're nigh on impossible to get hold of n most are wild caught off what i've heard. also if u can get them they tend to have higher care requirements

Plus horsfields have absolutely amazing personalities (i'm not biased honestly )

[edit] i thought stars were roughly the same size. 28cm average size for adults i read, 20 cm average for hermanns n 25cm for horsfields, course this was about a year ago n everything else on the site turned out to be tripe..ooh forgot theres also the spur-thighed tortoise as well

the egyption tortoise is the smallest in the world but they are about 600 pounds each (a baby!) and impossible in get hold off. Your better off with a baby hermans or horsfield.
