Is the slate for them to eat off?

Also why do you need a plant? Is it for decoration? Do the torts like it?

Yes the slate is used to eat of, and certainly not for basking as it gets too hot.

a plant is used for shade and to break up the table to make it more interesting and exciting for the tortoise
