I thought that aswell but my confusion arose when the caresheet on russiantortoise.org said it was weight!

So long as both substrates are similarly damp (if that makes sense) then there is not a lot of difference either way. If you used weight and one was wet and one was dry then it would not work out so good. I usually guess anyway and go for more soil than sand as in the wild. I sometimes add crushed limestone to enclosures too to give a stronger bond for digging in the case of russians.
