Default Hello - not a tortoiseyy person - butt please help

Someone i work withs brother.. has 2 tortoises...who were illegally smuggled in to the country - not by him but a neighbour.
He needs to get rid of them soon.
But no one will take them . he doesnt want to be ''done'' .

She doesnt know what breed they are - they are full grown adnd apparently small. 4 inches accross ish.

What do you suggest - sorry its a bit vauge.

Hello do you know where she got them from? country wise?
It is illegal to smuggle them in, and to sell them on without paper work.
I have sent you a pm.
