Some tortoises do not adjust to change in their environment and others seem not to notice at all! He will come round, you just need to be patient.

Ensure you keep up the bathing, so as to keep him hydrated and just keep offering the weeds!

Hydration is more important than him eating. Remember tortoises can go weeks without food.
How are you keeping him?

What are the temps on his table? Do you have a cool end and a hot end? Does he have lots of substrate to tunnel in (not just bury but deep enough to dig right down)? Is any hide at the cool end? He could need either more room or more depth of substrate I would imagine, or maybe he is missing his litter mates if captive bred.
