It looks as though your tortoise has some other development issues too. How has it been kept in the past - feeding, lighting, supplementation etc?

it come with a care sheet saying use nutrobol powder
and going off the set up they sold me it is a bottom draw with 2 poundshop clip on bulbs and one is a heat bulb looks like a ordinary one they otehr a blue every day use daylight bulb

Throw away the blue light, it's uesless, and the pound shop clip on holders they are not rated for 100 watts and are a fire risk if used with spots of 100 or over. The habitat should be long enough to get a good heat gradient.
