This is perfectly natural, they cannot dig in dry soil. Imagine the soil outdoors, that is how is should be but with a hot spot for him to bask under. You must get him out of his hiding place each day and give warm baths until he is active then feed him. Do this until he starts to do it for himself.

Dark containers are less stressful. LIght ones and clear ones tend to set them off trying to get out more.

increase his daylight photo period to 12-14 hours, not just his spot but his Daylight. Could be that despite what you want the little toad wants bed.
