If you are not used to searching for a specialist then you will not know what to look for. No-one said Hannah was the only one but to those in the know she is the best one nearest to you. Many many vets will say 'Yes we see tortoises' and some will actually say they are specialist but when asked to see proof many of these actually admit they are not specialised at all. Some actually recommend viv accomodation and poor dietry advice, thinnking they are giving out good info. In the majority of cases, such as worming etc then it does not matter two hoots which so called 'tortoise' vet you see, but in something that keepers recognise as an advanced case needing specialist treatment, most people are only too happy to be guided to a recommended one.
Hannah is a dear friend of mine for many years and I now travel over an hour to see her if needed, which is thankfully rare. There is one nearer but he just would not come close

Please be aware that with poor veterinary advice and poor continued husbandry, your need for a vet in the future will unfortunately be a lot more frequent than if the advice given is heeded in the first place

I hope your tortoises condition is not so advanced as it appears to be from your description.
