Default Dry Skin

My tort as got dry skin around his neck. I am assuming it is because of the extra heat in my house over winter but does anybody have any idea how to reduce it?

He's just shedding his skin... giving him a bath will help it come off.

Shedding is completely normal. I tend to see it more on my horsfields more than any other of my tortoises.
