Specimen specific certificate. Unlike the article 10, which can by renewed by new owners, the s.s.c, issued after microchipping, follows the Tortoise around if it goes to a new owner.
In other words an article 10 is open to abuse because the Tortoise it relates to cannot be specifically identified however, once microchipped it is, in theory, identifiable and traceable for the rest of it's life.

i know certificate says my tort should be chipped when 100mm, but is this only incase i lose him or sell him? i'm not planning on losing or selling him so do i really HAVE to chip him, it sounds mean. is it tort law? or can i just get a new cert?

If you're not breeding or selling the tort It's not neccessary as far as I'm aware.

Although microchipping when a Tortoise reaches 100mm is a stated condition on the article 10, in practice this really is only required should you wish to breed from them in order that you can register the offspring and sell them on if you desire.
If there is no commercial purpose intended then this requirement can be overlooked, without any problems from D.E.F.R.A.
