Default Royal Shedding Problems

For some reason my royal shed in bits rather than one whole shed, temps were find, kept humity at around 70-80 while shedding.
But for some reason it still came off in the bits, his head has shed but from the start of his neck to about 3 inches down is unshedded, still covered in dry skin but the rest of him has shed perfectly.
What are your suggestions of how to remove this? the first lot shed within 6 days but this bit around the neck has been there for atleast 10 already and does not look like budging anything soon.

Thanks
