If you get a higher wattage bulb and put it through a thermostat it should be fine. I would have said a 100 watt bulb through a thermostat would do the job

Your options - heat mat, higher wattage bulb, ceramic bulb. All of them will need a thermostat, the lights will also need cage guards. Assuming you are already using a light that has a thermostat and a cage guard you may be able to switch fairly easily to a higher wattage or ceramic. If you have neither, using a heat mat is a cheaper option. A heat mat for a 3 ft viv will be about 20w max - that's a lot less than a 1kw oil heater! Even if you're using a 100w bulb or ceramic that's still 1/10th of the energy output.

yea 40w can be a bit low i use 60w with a stat and that takes care of my 3 foot vivs
