Hiya Ladyboid,
It's cottony scale bugs there are thousands of different species usually specialising in a particular group of plants or shrubs. They're kindof cool in their way being hermaphrodites with up to 7 forms of parthenogenesis! I use a starch based treatment called Majestik but I think it's German so you should be able to find something similar in garden centres. A heavy infestation will eventually damage the plant seriously and cause dieback so it is best treated
