Default Hermans neck scale

Was wondering if this hard neck scale piece is a problem or normal.

Need to know a few things first. How long have you had it? How are you keeping it i.e. feeding, substrate, lighting, bathing etc. What is the skin like beneath the shed piece? Hermanns do not usually shed to this extent unless overfed or kept in incorrect conditions. In over thirty years I've never seen my own hermannis shed like this. Do you have a photo of the underside of the tortoise please? It's a whole sheet of scales you are seeing there.
