wetting agent

Hi, was wondering what I should use as a substrate for my Herman tortoise? I've read on here that play sand mixed with topsoil is best. I've seen a bag of compost in LIDL's, and was wondering if that's the same thing as topsoil. Also, it contains a wetting agent, is this going to be harmful...
