does the Eheim Pick-Up Internal Filter 2006 have to be fully submerged? or can the part that holds the sponge be out of the water or partly out of the water?

The pump is in the base so I'd imagine that some of the sponge could be out of the water. However this will significantly reduce the effectiveness of the filter. The best position is fully submerged or with just the spout out of the water to create lots of surface agitation.

Why do you want to mount the filter out of the water, terrapins?

will be out the water because it is for my Helecops angulatus kept in an exoterra at the moment so the water level cant be deep enough to fully submerge it.

The filter can be mounted sideways, it may not be as effective but will certainly work (the older fluvals certainly did). The water comes in from both sides so try and mount it an inch or so off the bottom with at least an inch of water on top to allow good water flow. You may have to put a grate or something in front of it if there's going to be large particulates (leaves/twigs etc) or if the snake will take a shining to sitting underneath it.
