On tuesday i put a couple of layers of polystyrene in the bottom of my corn snakes viv just to raise all the decor and stuff up so you can see it properly. Anyway i put the heatmat on top of all the polystyrene and under the wood chippings. I looked at the digital thermo today and it says its 40degrees!!!! ive never had any probs with my temps before and it has always been perfect. is it because of the polystrene? Also i have one of these how do i turn the temp down?

Stick a screw driver at the little nob bit.
and turn?

I usually grab a knife or what ever though lol

its probably because the polystyrene is bouncing the heat back up instead of it escaping throught he bottom of the viv.
As trice has said, just use a screw driver or something that will go in the slot and turn the stat down a bit.
