The guppies I had seemed to like having a bit of a nip at times, so I'd be putting it down to that,

Any new fish introduced lately?

Is it a clean cut or does it look at all fluffy? Any discolouration at the edges? Assuming no to both those questions and that the base of the fin is intact it will grow back fine as long as he isn't bothered by his tankmates and continues to get food. I would put him in a breeding trap until hes mobile again.

My paradise fish inflict really horrible looking injuries on each other every now and again but within a week or two they are as good as new. Fins heal really fast.
