You could microwave it I suppose. I never treated garden centre soil but always get the organic stuff. I keep millipedes, roaches, snails and woodlice on it and they're thriving, all breeding too.

 

We use Westlands Top Soil, mixed with moss and dried leaves as a base substrate.
The Westlands has no pesticides, and I believe it is already heat treated to remove any nasties.

Get organic compost, and mix it with some leaf litter and some rotting wood (the wood is important). I just use whatever compost i have to hand so long as it has no pesticides.

P.S. I have some adult breeding giant chocolate millipedes for sale. as my colony is now too large.

thanks for all the info guys but i never got them, the guy im getting them off kept forgetting them so hopefully im getting them on friday, i'll have some pictures up when i get them
